## Sufficiency Principle

- **Sufficiency over compression**: The AI Context Pack should be sufficient for the host AI to understand the project's value, capability boundaries, entrypoints, risks, and evidence sources before starting work; it may be layered, but it does not aim for the shortest possible summary.
- **Compression policy**: Compress only noise and duplication, never context that affects judgment or the quality of the work.
